if thats all you are growing a par 38 isnt really needed but i could be wrong...id imagine getting good enough results with a couple fluorecent bulbs...
if a dwarf angel is wanted id recommend knocking one of the above off....its a lot on the tank and the fish will be a little crammed and there isnt...

once it is cycled you could probably use a fluorecent bulb rated for 6500 or 10000 to grow softies for now
most say to rinse it, i didnt rinse mine since it was a shallow sandbed previously...reguardless its going to get a cycle but the lights you can hold...
all levels should have been at 0 before adding fish ammonia and nitrites should never be above 0 after tank has cycled and nitrates as close to 0...
lighting can come later sand/rock dont need any lighting...i would recommend getting it running and cycled and that will give you plenty of time to...
