you do need to test for these parameters. while water in the ocean is great there, our reefs are closed systems and require a little more attention...
why would you want to? this is not a cheap hobby, and lights are no place to skimp. if money is a problem, maybe go with a smaller tank.

Personally, I would not be comfortable using water from the beach, or from a LFS. You have no idea what is it the water, how they filtered it, etc....
