I think 12" is high enough for most skimmers. The only need to go higher would be for extra water volume in your system.
So, frag it and dip again (for 10 min) ? It's about 2" across and 1" wide.
It's been a day or two already, so it must be stn. The frag is a few inches across.
Would I be able to save the brown part if I frag off the rtn?
