what would be a better combo of fish? and are all of these options too much bioload?
    1. dwarf fuzzy lionfish with a blue spotted puffer and a marine betta
    2. an anglerfish with an arrowhead soapfish (anyone have experience with these?) and a marine betta.
3.an orange tail filefish with either a wolf eel or a snowflake eel and a marine betta

Well, the first choice can work well together. They are all atleast fairly hardy fish the only concern is the venom that accompanies the Fuzzy Dwarf Lion. Their are too many variables can go wrong on the side of human err that can potentially lead you to a trip to the emergency room.
Anglerfish are interesting but are voracious eaters and will swallow anything that is smaller or similar sized as it is, and that includes any fish since it is not finicky.
I would go with the Betta, Blue Spotted Puffer and then I would probably choose something else as oppossed to what you have listed since Eels can be tempermental, even though the Snowflake is more docile than most other Eels. Come feeding time and the frenzy button is pushed... Combine that with the fact that they don't see very well, their is a chance that fish housed with them could be bitten as I have witnessed this first hand since my 3 foot Snowflake has come in contact with my Pink-Tail Trigger and Banded Catshark numerous times, fortunately with little repercussions, though they are also fairly decent size.

    1. Maybe try a zebra eel since it doesn't eat fish.

That is a good point, however, Snowflake Eels don't normally consume fish either. They are crustacean/invertebrate predators. I am just trying to illustrate that during the feeding frenzy mode of any Eel, any fish could be considered game as pointed out with my Snowflake eel.
There are two different types of Eels, just like their are two different species of Mantis Shrimp(spearers and Crushers), with eels, those with sharp teeth are piscivores while those with molar/blunt type teeth crush their prey such as crustaceans, shrimp etc.
