Does the actinic blue bulbs watts count as the 3 watts per gallon rule or is these lights just for show. What is their purpose.

Yes they count. The actinics are at either the 420 or 460 nm wavelength depending on the bulb. They simulate the blue light that you see on reefs when you are snorkeling/diving etc.

That watts per gallon is something someone made up, don't set up your tank to that.

Otty's right. It depends on other factors:tank size, depth, light type, how much, etc. What kind of light do you have?

If you get T5 get at least 6 bulbs for your tank. You may do softies now, but that light will leave you with plenty more options down the road.

Actinic lighting is required for coral and invertebrate health. Photosynthesis requires lighting in this range and the algae in the coral is photosynthetic, using this process to provide fooooooood for the coral. I think. Pretty sure. I am still learning about coral myself. It's a whoooolllle new world for me. John.
