I have not bought a alkalinity test kit until tonight. I discovered that mine is about 3 meq/L so its supposed to be higher.

How slowly should i increase it?

3 meq/l is a good value for alk IMO

4-6 meq/l is on the high end for alk IMO. I think raising it .5 meq/l per day is safe, you might be able to get away with more, depends on the coral you're keeping, some are more sensitive than others.
