Just wondering how exactly it looks like a good fixture?
No fans? No individual reflectors? Plastic construction, so it will eventually become very brittle due to heat and light?
I would skip this one for sure IMHO.

It looks like it has individual reflectors and the housing is aluminum. Fans would certainly be nice though, but you could always place one between the light and water surface.

I don't see a price for it anywhere on the site so I'm not sure, but unless it comes with high quality bulbs you're losing quality/wasting money right there.
It's impossible to tell how the fixture performs without putting some well known high quality bulbs in it and testing it with a PAR meter to see how good the refelectors are. I personally wouldn't ever buy a fixture again without knowing how well the reflectors perform, tested by a trusted party. I don't trust marketing figures :)

It does have individual reflectors, but from what I see, they don't look very good. Also the endcaps look very low quality.

The bulbs are a big deal, unless the cost is very low to comparable t5ho lights. Fora 4 bulb unit, quality bulbs will be 100 dollars alone.

It is hard to tell from only a picture or 2, but I have seen enough quality t5ho reflectors that are true parabolic reflectors that are what really make t5s so effective. These look to have a flat top over the bulb, which is not very good at creating restrike, so I really doubt they would be as good as other known quality SLR's. While it does not say they are parabolic some other bogus word is thrown in there to try to sell their lights.
