How long has your tank been set up? That looks like diatoms to me and once the silicates are used up it will starve out.:)

lost my sheet with the exact perams but i tested ammonia, ph, alk, nitrates, nitrites everything was good with the exception of nitrates a tiny bit high but acceptable. my tank has been up and running a month and a half the pc light fixture was used so am not sure. I took that off when this started and put a regular florescent bulb thinking it has less power and it might make this go away.

yup, classic diatom bloom. It will clear on its own in a week or 2.
the pc light bulbs need to be replaced every 6 to 8 months, you may wish to do it sooner rather than later.

If you're not sure how old your bulbs are now might be a good time to replace them. Almost every new tank go through this diatom phase, just make sure you have good flow and try to vacuum up some of it when you do water changes, but it usually only last a few weeks. The cycle is probably still not fully completed that might explain the nitrate, keep testing you're amost there. If you're not using RODI water, I would invest in a unit or buy water from your LFS...good luck
