They eat algae, detritus, etc and are an excellent natural live food for many corals, inverts, and some fish.

They're called copepods, and they come from live rock and/or sand. You may also have amphipods and/or isopods. Yes, a Mandarin Dragonette will eat them, but please read the following before even considering buying one. They do require a large tank and special care.

About what size and how much live rock? They are most likely Copepods (many many kinds) and possibly some isopods

i have a beauitful dragon in my 50g for 4 or 5 years now 100+ live rock 4" sand and he's fat and healthy. he will eat frozen mysic and brine shrimp to, some say this is rare but, if it's fresh and slow moving i believe all dragons will eat, if you keep at it, also i have 10 pep shrimp in there which spawn and the offspring are alot like copods he will eat them also this is a never ending food suppy for him. got to be one of the most beauitful fish in the world and just plain fun to watch,
