Currently I have 2 Korallia 4 powerheads in my 65g and the flow is adequate. I like the randomness and constant flow change of wavemaker setups, but like most everyone else, I am on a budget.

What would my cheapest (not crap, bang for the buck) option be?

The cheapest, X10 modules.. You can set it to whatever time you want and you can do it a little at a time.

Also Marine Depot has a really inexpensive wave maker. I'll post it when in front of the pc.
