i noticed my puffer loved them, he would always open the clam and reach in for the meat, although i did realized he never ate the entire clam meat and it would float to the top, do you think i should try it or just not bother

Puffer I get my clams for my fish in the seafood section of the supermarket. They have raw chopped clams in a container for at the store I shop at for like 6-7 bucks that is chopped for making soup. This is the cheapest and easiest way I have found. Also all my fish like them. One container is large enough to get you by for a very long time.

I bought a bag of "Seafood blend" at Trader Joe's it was a mere $5.49 for a 1lb bag of bay scallops, calimari rings and shrimp...all raw and no preservatives, or artificial colors/flavors. The bag specifically said no Tripolyphosphates.
I fed it to my Green Spotted Puffer and the rest of my brackish water tank and they all LOVED it....talk about feeding frenzy...and this was after the rest had had the flake food.
Just chop it up small drop it in and watch the mayhem
