And where will the bacteria live? Generally it lives in the LR or substrate...

but what happens when u develop baby fry when they hatch ur supposed to use a empty tank with no substrate or anything maybe i will put some live rock and sand in the 30 gallon tank and 20 gallon tank do u think that would be better and also that will cycle then as i am aware

If all the tanks are going to be bare bottom there is no need for a cycle because you are not going to have much bacteria anyway. are you going to be relying on water changes to keep the water in line? Or are you going to be using filters? If your using filters you will want to cycle so the bacteria can establish in the filter media. I would use a damsel. Easy to catch in an empty tank anyway.

By the looks of it you wont be relying on any bio filtering. You will be using only the mechanical filtration of your skimmer. If thats the route your going there is no bacteria to build up and therefore no cycle. Why not go with a refugium instead of a sump. It would add water volume and you could put a deep sand bed and live rock in there.
