When using a dosing pump, is the pump driven by a sensor ?
Does the sensor meausure the shortage of whatever is being dosed and "dose" until the level is right ?

I am looking at setting my cube up as a reef in a couple of weeks, so I wanted to get on top of this before i get water in the tank.

No sensors, you do math to calculate how much your tank uses in elements daily and calibrate it to dose that.

What about a timer with dose pumps built in ?

There's many ways you can do it. With something like an aquarium controller you can get down to the seconds which is what you'd want to use.
