Very nice set up. I suggest giving everything a good wash down with some white vinegar and water in a 50/50 solution and then rinse it well. Also I would advise against using the bio balls. If they are not constantly cleaned you will have nitrate and algae problems.

What size tank and what type of of setup are you planning?

Well the recommendations will differ based on whether you are going to do a reef or fish only. If you do fish only seriously consider using dry rock and a small amount of live rock as your filtration.

ok, so trash the balls. Do I replace them with new balls? I also know I need some lighting and a skimmer what and where can I get this stuff?

No bio balls unless you are not going to use rock as filtration. If you are not buying rock then use the bio balls you have just soak them in a vinegar solution until they are clean then rinse well. Fish only you can get standard light fixtures from a pet store. For a skimmer get one that is at least rated 2 times your tank volume. Most skimmers are ratings are for lightly stocked tanks. Eshopps and SWC are good manufacturers that are reasonably priced.

Yes just change the water regularly, add freshwater to top off and feed the fish.
