From my experience, it appears they are starved for oxygen. Try adding an air stone somewhere for the time being and try to figure out if this is indeed the case. How warm do you keep the aquarium and is there any agitation of the surface?

the water is about 76 degrees give or take a degree, i have a power head on hte top of the tank blowing up so its circling the top of the tank with a lil immediate flow going up out of the water

O.k. I would add the stone anyway and in the interum, post all your parameters and let's see if we can figure this out. Include; Mag, Calc, Alk and PH along with Ammonia, Nitrite (if any) and Nitrate.

Do you have a protein skimmer in your tank? That is the biggest source of dissolved oxygen for a tank. An air stone will help, but only if it produces fine bubbles. Big bubbles will only break at the surface of the water and cause a ton of salt creep.
Temperature is only a small factor in water quality. How old is the tank? When were the fish added in relation to when you started the tank. What are the NH3, NO2 and NO3 levels? What's your SG? These are the basic fundamental parameters for keeping fish happy and healthy.
