    The brown dust that gathers on glass and sand are dead diatoms so turning lights off won't kill them as they're already dead. Diatoms are perfectly normal in any system, especially a new one so I would just let it ride. If you find that you still have alot of this algae when you're done cyclying, then I'd be looking to fix whatever problem is causing them.

    I don't advocate turning lights off to cure an algae problem because you're not fixing what's causing the algae in the first place and you eventually have to turn the lights back on.

    Actinics are the blue light lamps you see on most reef set ups

    not to be confused with blue coated tubes - the Actinics when off are white coloured just like any other tube - but when switched on - they give out blue light
