Is there such a thing? Like many I would love to enjoy a nice reef and to empty the garage of unused reef components and actually set it up, but the fear of the maintenance keeps me from actually doing it. Is there any level of reef tank (just live rock and whatever grows out of it plus a "cleaning crew") that can sustain itself or a little enjoyment?

if you have no fish and only soft corals then maybe. a reef tank is more than just a conversation piece in a home, it requires constant monitoring and care. treat it as if its your baby. IMO a perfect tank that requires no TLC would be boring. the challenge is the best part. what you want to do would be very hard, the best tanks require a lot of TLC.

you could always hire a tank maintenance company though.

Depends on the size of the system and just how lazy you want to be. You won't be able to put water in glass and just walk away, but if you have just a few minutes a week it's easy. Especially if all you want in terms of a reef are soft corals and a fish or two.
