if you know how to do a drop down menu or a pop out one(im pretty sure you can find some examples online, multitiered are a b****, so stick to single tiers), i would do that.
if you don't know how you can try this layout Saltwater Fish Superstore - Saltwaterfish.com with a fresh, marine, and drygoods page

the pictures with the links i would save those tell you actually go to the page in the link. and post them in the middle with some info.

also people like what is familar, they don't like to look around the page for what they want so either it needs to be the same setup as every other one or it needs to be intuitive.

make sure you can find the link to, or view the phone number, business, and address from every page.

Do you know how to design sites in flash? If you do, and don't plan on using other hosting then freewebs, I think if you did the same (or different) layout in flash it would give you some better advantages over what your currently using (html, and perhaps ccs? anything else?) For starters, the "get your own freewebs site" bar on the bottom would go away. If you can use flash, with freewebs you dont have to inbed in html, you can just upload a .swf file and use a simple blank index.html page with some code to redirect the veiwer to the .swf page.
