ok so my buddy has 2 lumatex ballasts with brand new 20k radium bulbs and 2 lumatex reflectors..

what type of lighting will this fall under for a 150g..72"x18"x28"...they will only be about 6-8 inches from the water surface..

One fixture short of covering the tank, you will need 3 for the tank. If they are 250W then they will come up a little short of reaching the bottom for viable lighting, effective penetration is 24". If they are 150W then they will come up way short since effective penetration is supposed to be 18".

agreed - that would be a good start if you have another fixture lined up - but those two by themselves (if they are 250 watts or less) might not be enough for the SPS I am pretty sure you are striving for . . .

If they are 400s . . . . then i'd still say you would be close.

Agreed 400W are needed but you will need 3 to get full coverage in the tank. A 2'X2' area is the effective coverage area for MH light fixtures.
