Is it okay to do a lighting regimen as such: MH 14K 175W on from 7-11am off till 2, then back on at 2-7pm?
Im at class all day and its hard to take the bus home to feed at my normal times so I want to tweak my fishes awake time a little...

Why not just have them come on for 8 or 9 hours all in one span. Like 1PM to 9PM That way you are around when the lights are on.
I have a few friends that work nights and there photo period is from 8PM to 4AM

First off, No, there is absolutely nothing wrong with that idea. Real reefs get clouds that get fluctuating light all the time.

Second, I would still try to keep to one photo period. Reason.... Cost. It cost more in the long run. All the components take stress every time you turn on your MH. That would double it and shorten your lifespan. Personally, I don't want to buy another ballast until I upgrade tanks.

Without going to much in depth... I agree with above statements... It is less strain on the components to have on cycle on and off in stead of multiple BUT if you look at the TOTM on RC... It is a guy in our club... His photoperiod is wacky and all I have to say is LOOK AT HIS TANK!;D
