currently my tank has just live sand. I am looking to add rock soon and I have heard that if I have live sand, i don't need live rock because if i just buy dry base rock the live sand will seed it and it will become live rock. is this accurate?

ya it takes some time but it will become live. i bought a few lbs of live rock and spread it out through the dead to help it spread.

yes that is true, live rock is expensive so i always just get base rock/dry rock and seed it with a small amount of sand/established live rock.

You may want a small piece of LR in addition to the LS. More for critters though and maybe coralline algae. Although, depending on the source of the sand, there is likely some coralline in the sand as well.

i would buy dead or tofu rock and throw in a couple pieces of live base rock just to speed things up.
