    thats your standpipe! remove the sponge and see how it sounds. You can throw a thick towel over it to make it quieter too. Very convenient for dryin off your hands too.

    The bulkhead they are referring to is the bulkhead that connects your standpipe to the rear overflow box. It seals the connections.

    Anyways you can turn that standpipe into a durso for $6. google image "durso standpipe" and you can get an idea what you need. It will make it silent.
