You will need to have baffles to section off each section really. Usually, each section will have its own independant water level as well. I just finished my own fuge design, and what I had in mind of how it works isn't what it turned out to be, woops.
You want the LR in the fuge section though.

you are planning on using one large rubbermaid container and then using smaller container inside??? you want your refugium to have a deep sand bed (or reef mud could be used) with a macroalgae (like cheato) to consume nitrates. You can place rock in the fuge or you can use it in place of bioballs similar to a wet dry trickle filter. The baffles are used to reduce micro bubbles that come from the overflow. If you do not reduce these bubbles they will travel through your return pump to the main tank...

yes not sure on the setup exactly as far as what would work the best and where i will put the two tubs inside a 33g which ever ones fit the best an have holes that flow into the big tub that will pump water back up into the tank and have the water flowing mainly into where the protein skimmer is and then less flow in the ref do you think that would be ok im a newbie and want to get it right the first time thank you for your help an patients

One of the best ways you will learn is by trial and error...I have redone my sump about 3 times in the past 2 years....Your design looks like it will work but when you begin building you will probably run into some unexpected problems and have to modify you design..One potential problem i can see is microbubbles from the container housing the skimmer....another thing to watch out for is that the water level in the sump is low enough so if the power goes out and your return pump stops working....the overflow will continue draining water from the main tank....so make sure there is enough space in the sump to account for this extra water volume...or else it will overflow in your sump and onto the floor..
