How much would be required to set up a small softie tank. Like maybe 14 gal?
Would a skimmer be necessary? And what kind of lighting?

It wouldnt be much..You can use either PC or T5HO, you will get better color out of T5HO though.

You can get a skimmer, but not really that essential for a softie tank, they like dirtier water.

A HOB filter with Filter media will be fine, running carbon and some filter pads is fine.

And also, may i reccomend a 14g biocube? They come ready for a softie tank really, they have the lighting, filtration and flow. You can find them for 100-150 bucks and all you would need is some rock and sand and probably LR rubble to replace the bioballs(they are nitrate factories)
This is my stock 14g biocube mixed with LPS and softie

You can easily do LPS also in these tanks.

I ran the stock bioballs and a filter pad and thats it for this tank for a while..

    Hope this helps.
