What is used bring the pH of freshwater (7.6, 7.8...) up to the level needed for hyposalinity solution? I have a "Buffer" which I believe is sodium bicarbonate, is that acceptable?

The hypo is for an ich problem on a hippo tang.

Yes it is acceptable! Hyposalinity os a good choice for keeping ich under control, just be careful and do this slowly and when it comes time to increase the salintiy, again do this very slowly to afford limited stress and detrimental harm to your living animals.
