A few weeks ago I purchased 5 gallons of pre-mixed saltwater from my LFS, as I usually do for my water change in my 20g reef tank. I had it in a 5 gallon paint bucket with a airstone to keep it oxygenated until I was ready to do the water change.

Unfortunetly, due to a last minute business trip I was unable to do the water change before I left. It has been I would say 3 weeks since I purchased the water, and I was curious if that was was okay to use (given it has the correct saltinity ect), or if Im better off just getting fresh water to be on the safe side?

Also, I was going to cure some new rock as Ill be upgrading my tank size soon, could I use that water for that, and set the bucket up for curing the new rock (with a heater, and all that jazz)

I would use it for curing l/r rather than in display.

I wouldn't see a problem using it in either situation. It's just salt water, unless you kept it in a metal container of some sort it should be fine. There is nothing in it to deplete the elements in it nor anything to cause ammonia, nitrite nitrate etc. If you are going to cure rock, you mine as well use the old stuff and get new for your DT, but IMO it doesn't really matter.

I concur.. lol.. it'll be fine especially if it was covered. I also try to only keep water sitting for a week. I usually mix a few days before, but I also use drinking water containers with caps.
