ok ive been researching and i want to know what is rly needed

so is a carbon reactor rly needed or can i simply when i build my sump add a spot where water will flow through at a high rate to place carbon.

is a kalk reactor needed or is it just convince to help keep your lvl at the right spot if so cant you just put a small dose in a reservoir to help with adding via an ato

are bio reactor with bio pellets really needed.

Pretty much everything you listed isnt "needed"....but they can help. If I were you I would be sure to keep carbon on hand at all times, you may need it from time to time or may run it 24x7.....I never run it, but have some on hand.

A kalk reactor isnt neccesary unless you have a heavy load of corals and need help keeping CALC, ALK, and MAG in check. IM sure its nice to have one, but most people dont have one.

Biopellets i would say are for more experienced reefers. They can cause some problems for some, and should only be paired with a quality skimmer to go along with them.

As for LEDs, the basic setup would be cool white and royal blue, the other colors arent 100% needed but they do help a ton with coloration.
