I have seen people thread one of THESE into a PVC elbow and was wondering how they tapped it. I tried searching and to no avail. Any tips or ideas? Thanks

I'm pretty sure they make a female 90 that is screws into

or connect a female adapter to a regular 90

You can get 3/8" threaded PVC fittings in schedule 80 or use nylon threaded fittings.
What is it you are trying to accomplish?

You need a standard NPT tap and the right size drill bit. These can be bought at any hardware store or sears, etc. You just drill a hole in the elbow, and then thread the tap into the hole, which cuts the threads.

best place to buy pipe taps where i live is harbor freight. when i was doing diy projects i looked everywhere for them and they were really over priced. i found a 6 piece set (3 taps and 3 dies) for under 10 dollars at harbor freight. if you don't have a store near you, i think you can buy from them online.
for the project you are doing, its real easy to do. just drill the right size hole and use the right kind of tap to cut the threads in the hole. (and use teflon tape on the threads of the fitting)
