I just set up my 90 gallon, added 40lbs of sand and today introduced live rock. I did an initial chemical test to see where I started off from before I added the live rock and my Ph read around 8.0 First question is do I need to raise the Ph up to 8.2? and if I do,then how do I do that without doing water changes because my specific gravity is right at 1.026 and I'm trying to keep it from going any higher.

You need to wait for the tank to cycle before addressing any parameters
your PH may fluctuate over the next 2 or 3 months anyway
many succesful reef tanks are run with a PH of 8 or even 7.9

you may in 3 months time if your PH is still around 8, look at increasing surface movement with water flow which promotes gas exchange and helps remove CO2 build up

CO2 can hold a tanks potential PH down

no need to add any buffers at all at this early stage
    IMO

As Steve stated, I'd let your tank cycle first before adding chems... What kind of salt are you using? I use Instant Ocean for over 4 years and I never had any issues with low PH..

Ok. that makes sense to wait until after the cycle to adjust parameters. I

I used Instant Ocean as well. I think I may have rushed the mixing of the salt and water because I only had so many 5 gallon buckets to take to the store to fill up with ro/di water. Would that have resulted in low ph?

Perhaps, I let water mix for 24hrs before use. I have a 90gal as well. Checkout my thread on my signature and see what I did. You may get some useful ideas.

the simplest thing you can do is increase surface agitation (as steve said). i just had a fan blow on my tank until i was able to add a powerhead and point it upwards at surface now i run 8.2 :) but you'd still be fine with 8, 7.9 as steve also said LOL
