When a fish stops eating, it is usually a sign that they are stressed, or sick, or both. We need some more information....

How long have they been in the tank?
Have you tested the water at all, if so what are the parameters?
    What is your lighting schedule?
    Temp?

The temp is at 78-79 degrees.
I have to get a better testing kit, I just have some wal-mart dip strips, but the reading says i have about 5 ppm nitrate, no nitrite, but it doesn't read ammonia. I dont have a timer, so my lighting schedule has kind of sucked. They are eating the flakes fine, they just wont eat the frozen food

It is a dry heat, yeah right !
When you feed them mix the 2 foods together, and then start reducing the amount of flake. Clown fish are pigs, they will catch on.

That heater looks a bit small for a 29. May have trouble in the winter

I'd also recommend ditching the HOB filter and getting a HOB skimmer.
