Had my tank running for about 5 months solid but then all my fish had died of ick (there shouldnt have been so many fish so early anyways). But after that i kinda didnt feel like restarting and lost love for my tank. Basically the past 2 months ive just been doing a WC every week and topping off the water.

Now i have a whole sump set up but never got it going because my cousin who's into aquariums also kept blowing me off and i didnt know how to do it myself. My tank right now is disgusting and im looking for advice on how to fix it. I have this algae on rocks on the left side of the tank and the sand has patches of blackish slime it looks like in a few places. If i finish the sump and get the skimmer + GFO/carbon going will it clear up on its own or am i gunna have to start from scratch? Thanks

You don't necessarily have to start from scratch. What I would do is take each rock out and scrub it and clean it with salt water. Do a water change then and try to siphon out as much detritus as possible. I would then get your sump up and going and run a good skimmer with some phosphate remover of some sort. Chemi clean or purigen are two good products that may help too.

BTW, what livestock do you have in the tank right now?
