Yes, it floats. I wouldn't do anything about it. Your light needs to be more towards the daylight spectrum (5000-6500K), so you could use an LED or compact fluorescent from Home Depot and it will do quite well.

Floating is good, and I would have some flow from either a return or powerhead go thru it.

Chaeto and macro algaes like this do best when tumbling. So that not just one side is getting light and they have good flow of water through them.

Lowes sells par 30 flood lights in 5500k and 6500k they screw into a regular light socket and work well

While plants generally favor the red end of the spectrum (as mentioned), your original light should be OK to be honest. It really depends on how fast you want the macro to grow. IME, Cheatomorpha will almost grow in a shoebox in the closet.

If you go with a CPF, you can replace it every year, since the macro does favor the red-end of the spectrum. I replace the fuge lamp or thin out the Cheato if begin to notice other algae growth popping up in the fuge.

If your macro won't/can't tumble, simply reach in and flip it every so often to allow the "bottom" part of the macro some light. If the macro on the bottom is a lighter green, it definitely needs to be flipped.

ive been doing the greg every night i flip it as the light comes on so the other side gets light for that night also gives me a chance to pull and gunk that may build up on it
