I would have to guess that it is a vermeted snail(spelling?). I've heard mixed reviews on them being reef safe(some say they're harmless some say they can dig holes in live rock and their "fishing line" can cause coral polyps to close.
When I see them on my L/R I usually just crush them with needle-nose pliers. You can usually see their antennae(2) at the spot where the "spider-web" begins.

I am not sure where it begins and it does not move. It is something that is just on the LR. I have been gone for the last 3 weeks. I do not have any fish or coral. and i just have the flow of the return pump for my filter.

Another question.. Should i get a Koralia nano or Koralia 1? 29g Oceanic Biocube

In a 29, I would go with a k-1 or even move up to a k-2. I run two k-2's on my 75 and at times I wish I'd have gone a size bigger. If the k-2 is too much flow for you it can easily be aimed into an acceptable area. If you go too small your just stuck with it.

Back to the vermetids, they don't move around L/R. Instead they imbed themselves into rock and stick out gooey line into water and draw it back in to feed.

They will grow a spiral shaped shell that will eventually grow out from the rock, kind of like a feather duster tube. It takes a while, but if you do not get rid of them they will be all over your tank.

They are good at helping to clean the water column of particles and such, but as mentioned, they are a big pain when spreading their "mucus" over your corals. They do not sting corals that I have seen, but the coral does not really appreciate it.

The ones in my tank have a reddish/brown colored shell. If you go in to break off their shell, get as much of it as you can. The worm will retract back into the spiral section and will grow back if you do not kill the worm. Which is why I have to go back in for round 2 ;)

I have also heard that you can dose them with kalk too, not sure how well that works as I have not tried it.
