People have done it before, but I don't think it's that common to have two dwarfs in the same tank. I'd stick with one

Thanks for all the help guys, still have to figure out a specific species list and a lot of that will have to do with availability and price. For now a stock list might look something like this
    2 Ocellaris Clowns (maybe Percula)
1 Coral Beauty Angelfish (May change since they are known coral pickers)
3 Wrasse from the Flasher and/or Fairy family
    1 Tiger Watchman Goby
and the final piece maybe a Mandarin

This would be over the course of a year or so slowly adding. Is this too much biolaod for a 46gallon?

I don't think that sounds to crazy. Just go slow and have fun with it.

I think it would be too many fish. I would lose the tiger watchmen. I'm pretty sure they're sand sifters(they get big and starve in smaller tanks). I would get a smaller goby instead like a yasha. I wouldn't get a mandarin either they just starve unless you get really lucky and get one eating prepared foods. I would only get 2 wrasse, too.
    1 angelfish
    2 clownfish
    2 wrasse
    1 small goby

That scape is the BOMB! It looks great, lots of hiding places and a good amount of swimming room.:)
