    It says in the vid that it was the most polluted river there I think.

    I believe it is known genetic defect with turtles, just most do not live long enough for us to see. It seems that turtles are just the ones we find most often. There is to much documentation on two headed turtles and to many have been captured to chalk it up to pollution. Pollution may have caused the gene to become dominant (if you really want to push a theory), but it did not cause the outright mutation.
