    I live near the beach in south florida. Could I just go scuba diving somewhere that there is a lot of rocks and just pick some out of the water? Would they be considered live rock?

    I'm pretty sure it's illegal, plus you may have to chip bigger pieces. Yes, it'd be live rock.

    Yes they would be live and also probably illegal unless you have collecting permits.

    Yes that is a possibility, but you need to have the correct collection permits, or else you could end up with a hefty fine and having any boat impounded. Also rock cultivated from the wild can harbor many types of undesirable hitch-hikers, that can cause any number of problems to killing other tanks inhabitants to disease, to horrible algae blooms that can be hard to control.

    You are best off purchasing dry base rock of your liking and some cured live rock to seed it IMHO.
