I noticed some on the freeway interchange I use to go to work.
DSC all ATI bulbs have pure actinic in them.
I would move one as the frogspawn will most likely do damage to the candy cane.

If you have room raise the skimmer up to lower the depth and get drier skim.

Blenny, goby and starfish could be culprits along with amphipods.
