    Yes they are. Bacteria isn't able to breed as much in low temps, but once the temp raises it can start to multiply and the seahorses cant fight it...

    They do need much cooler water and low salinity, so it may not be a good idea. You can keep seahorses at a warmer temp and higher SG but they wouldnt...
