getting copper out of the water isnt a big deal. its whats bound up in the live rock and substrate that will be the problem. just so you dont...
i wouldn't trust the kit. you said you pulled green gunk out of the sand, and that the previous owner regularly treated the tank with copper.
that will work for a hex. i would keep it at least 12" above the water. what do you plan to keep and what color are you looking for?
what kind of reflector is it? what do you plan to keep and what do you want the tank to look like(color)?
a 400 watt MH would work great for that size tank(hex)
