    on a 30 gallon I wouldn't worry about it, if its glass...I have nothing under my 46 gallon bow front, and I have 40 pounds of sand and 50-55 pounds...

    are you sure its not just the moltings, sometimes crabs and shrimps will loose one leg while molting, but not usually all of them unless the water...

    I would porbably setup the refugium, in the long run it should be a benefit to the system, two clowns and some star polyps should be fine in that...
