The fish will be fine without one. They only need them in the wild. And you don't have to wait a year before adding coral.
I have a pair of black saddlebacks with no anemone. I will NOT ever get a anemone unless I get rid of all my corals. They are no harder to keep then...
No tank is the same so your guess is as good as mine. It could take 4-8 weeks is my guess. Could be sooner.

I wouldn't get a tang in a tank that small and also consider you are taking a chance with the dwarf angels eating your corals.
