    I think the 50 lbs in your sump would be a great start. I would buy dry rock for the DT and drill holes in it for frag plugs. Maybe another 50lbs.

    I've been trying to raise Ca+, and Alk. who's using Piclking lime?Baking soda?Borax?

    I use baking soda for alk and CaCl from BRS for Ca+. I use their calculator to get my doses and solutions right.

    If it is a frag tank you will not need a lot of rock any way unless you plan on having lots of fish in it.

    general fixture advice

    The fan is only needed for the fixture when the lights are on. I would suggest getting another fan if you want to keep condensation down.

    No as long as you do not disinfect it. You will not have a cycle until your pH stays above 6.0 and better to have it around 7.

    You need to stay with the bulbs rated for the aquarium. PC bulbs get longer as the wattage goes higher and the ballasts are usually rated for one...

    OK highly unlikely you have a bacterial mat if it is very acidic. That most likely is uneaten food or dead bacteria. A water change would be good...
