What meter do you have? Is it set to ac current? Is it brand new? They always come with crappy batteries, so try a new one.
Maybe a lot of your equipment is leaking? Try one thing at a time to see what it is.
If you have an overflow box, fish and rocks will not make a difference. Drain the overflow and get a new bulkhead, epoxy is not the way to do it.

I would just hard plumb it, also, you are using metric tubing on the top of the T, so that is likely why it is leaking.
