If you have PC, UVL are the best that I know of.
With the MH there should be no need for white or 50/50 bulbs. If you want a little brighter look replace the actinic with pure blue bulbs like ATI...
You have totaled the watts up correctly. You should have enough light for a mixed reef tank as long as you have individual reflectors for each bulb.
For T5HO 2.5wpg to 3wpg is sufficient to have an awesome looking SPS dominant tank if you are using a top of the line unit.

Sounds like you need to take it apart. I am guessing the impeller is frozen with calcium build up. A spare filter would be a good idea in this case...

I would swap out the ABS for a CP. You will gain PAR changing out the actinic for any other color of bulb. Actinics have the lowest PAR by far of...
