You can, but I would also feed them larger foods. They can easily eat large PE mysis shrimp and pieces of meat.
Usually between 3-5 times a week. They can survive with less, but they need a lot of food to thrive.

You don't even need the extra rocks in there. Your tank has enough area for bacteria to grow. Chaeto is for nutrient export, nitrate and phosphate....
Any reef clubs in your area? You should be able to get chaeto for free.
Lights sound good, but what is the bulb mfg? You probably need more flow inside the tank to keep everything moving and no dead spots. Not familiar...
