Maybe there's nothing to skim? "Lots of microbubbles" sounds like a "dry skim" and is most likely to take longer in producing skimmate/water.

If it likes it's placement and environment, it will attach quickly.
That looks like "sea pearl" or ventricaria ventricosa........ Some common battle techniques don't work with this type of bubble algae.
