Seachem makes a substrate as does AquariumPlants.com. 2 to 3 inches is needed for depth and 1 fluorescent bulb as mentioned by Mr.Bill will do.
Make a fence with the screen it will be easier to get at come cleaning time. Don't worry about dwarf Ceriths creating any problems though.

Oh boy, that looks like a hungry look to me.
It is cyano bacteria, normal for a young tank, you will need to get your nutrients down to get rid of it.
