chem clean kills the cyano and releases the nutrients back into the tank to grow new cyano down the road. get your refugium back up, do some water...

If your fuge if the fuge's sole purpose is to filter, then keep in the cyano, it absorbs a lot of phosphate. If not, then work on getting that clean....
low flow it spreads out, higher flow it thickens.

caulerpa prolifera needs a good amount of nutrients to keep going, it may just be starving a bit. do you prune old growth or new?
