Yes it will but the hole is small and the water will go into the dt.
A siphon break is just a hole in the return that allow air to ''break" the siphon. I hope that helps i can't really think of another way to put it:P
are you sure it's the u tube and not your returns siphoning? if it is the u tube then you could run your sump level lower,adjust overflow box height...

I wouldn't worry about them climbing out of a bucket, they like to stay in water ;)
your ph will change throughout the day depending on many factors a salt mix will not "keep" a certain ph in a tank.

One more questtion I am planning on running the ballast 220v, what should I use as a relay to run off off my 110v controller outlets?

Have you thought about kalkwasser? It's alot cheaper alternative especially if you dont have a ton of sps and clams a calcium reactor isn't necessary...
