I would hold off on the snails until the tank completes it's cycle, after that you could add snails.

Your hole should be at the top and not at the bottom. If you were to lose power your DT would drain out

Anywhere from 5-8 lbs per gallon will be a good start. As for your lighting I would go with a 250 watt MH fixture or an 8 fixture t5 setup.
